The Supreme Court judgement issued on 01/09/2025 introduced major changes in KTET qualification rules in Kerala. According to the latest KTET updates:
- KTET qualification has become compulsory for all in-service government and aided school teachers, irrespective of their appointment date.
- Teachers appointed prior to the RTE Act 2009 must also qualify for KTET to continue in service.
- In-service teachers are given a two year time period to qualify KTET as per the Supreme Court judgement, that is by September 2027.
- Teachers who have less than 5 years left for retirement are exempted from mandatory qualification for service continuation, but KTET is still required for promotions.
- Failure to qualify KTET within the permitted period may result in compulsory retirement with eligible government benefits.
Due to these strict regulations, KTET Special Exam 2026 becomes crucial for government and aided school teachers to secure their job and continue in service and to be eligible for promotions.
Who Can Apply for KTET Special Notification 2026?
The KTET Special Notification 2026 is specifically meant for:
- In-service teachers working in government and aided schools in Kerala who do not have KTET qualification in the required category and have more than 5 years to retirement
- In-service teachers working in government and aided schools in Kerala who do not have KTET qualification in the required category have less than 5 years to retirement but waiting for promotions
KTET Special Exams Conducted in 2023 and 2025 - Key Differences
KTET Special Exams in 2023 and 2025 were limited to only teachers appointed between 2016 and 2020.
As a result, only 5,000 in-service teachers appeared for the KTET Special Exam in 2023 and only about 2,000 teachers appeared in the KTET Special Exam 2025.
However, In light of the Supreme Court TET Judgement 2025, the KTET Special Notification 2026 aims at all those in-service teachers without the mandatory KTET qualification irrespective of the appointment year.

KTET Application Fees for In-Service Teachers 2026 is different from that of General KTET Application Fee 2026. KTET Application Fees for In-Service Teachers is ₹1000/- for General Category and ₹750/- for all other reserved categories.
