Why Is KTET Mandatory for In-Service Teachers?

KTET has become a mandatory qualification for Government and Aided School teachers in Kerala following the Supreme Court judgment delivered on 1 September 2025 regarding KTET requirements. The Court clarified that teachers working in schools covered under the Right to Education (RTE) Act must possess KTET qualification, except in constitutionally protected minority institutions.

Under the judgment, teachers with more than five years of service remaining must qualify KTET within the prescribed period to continue in service, while those with less than five years remaining may continue without KTET but will not be eligible for promotions. 

The Court also clarified that qualifications such as NET, SET, M.Ed., or Ph.D. cannot substitute for KTET, as the examination specifically evaluates pedagogy, child development, and teaching aptitude.
